Without centering such a joystick, the aircraft would constantly roll to the right. Using this button will allow you to correct for flight controls that don’t return to the center of their range–for instance, a joystick that moves left to right in a range of 0 to 100, but returns to 55 when you lets go of it. With the control axes configured, you can tell X-Plane to treat your joystick’s current position as the center of its travel by pressing the Use this position as center button.

In my circumstances, JoyY only contains the values of 0 (Down) and 49, roughly (Up). I want to be able to detect the exact value of the JoyY axis just as I CAN with the JoyR axis. I am telling you this so you will know my circumstances. I can redo my script to take the JoyR inplace of the JoyY for the left pedal. It is detected as the Z Rotation instead of Y Axis. I am having to configure script to except JoyR in place of JoyY for my break(left) pedal. In WinXP the scripts all worked fine as they do in Win7 minus one small exception.
